West Africa scam operations: identification and protection

What the October announcements establish, and what remains to be verified.

The overview

An October 2026 international operation against online fraud in Ghana and Nigeria also identified people authorities described as trafficking victims. This incident hub brings together the official accounts and Watch’s reporting on the difficult task of distinguishing organizers, willing participants and people working under coercion.

Two kinds of harm

The operation involved alleged harm to people targeted by fraud and possible exploitation of people made to carry it out. The official count of 117 identified trafficking victims is distinct from the 89 identified fraud victims. Neither number is a conviction total.

Why screening matters

The NCA’s account of earlier September operations describes suspected coercion being recognized after people were taken into custody. That account concerns those earlier operations; it does not establish that all 117 people identified in October were first arrested.

Keep operations and outcomes distinct

The September and October figures should not be added without checking for overlap. Announced arrests, seized devices, removed online accounts and potentially freezable funds are different measures. Madagascar’s separately announced prosecution belongs to a different record and must not be folded into these totals.
